โAnyone who studies Halachot every day is guaranteed that he is destined for the world-to-comeโ (Megilla 28b, Niddah 73a)
Question:
May I wear my new suit during the Three weeks?
May I recite a SheHecheyanu?
Answer:
It is proper to abstain from reciting the โShehecheyanuโ blessing during the three weeks between the Seventeenth of Tammuz and the Ninth of Av on a new fruit or a new garment. One should leave the new fruit or garment for after Tisha Beโav rather than to eat the fruit or wear the garment without reciting โShehecheyanu.โ [1] One may wear new items that don't require Beracha of Shehechiyanu such as socks, undergarments, shoes, and pajamas. [2]
On the Shabbatot of the three weeks, one is allowed to wear new clothes and recite the Beracha of Shehecheyanu. [3]
During the 9 days, the custom is to refrain from purchasing and wearing new clothing altogether (This includes Shabbat as well). [4]

Itโs good to note, that One blesses birkat Shehechiyanu only on fruits or vegetables which are in the market at specific seasons and are not available year-round. This is true even if one personally did not eat the fruit for many years (See Chazon Ovadia, Tu Bishvat, Berachot, Pg. 437; Shโt HaRishon LeTzion, Vol. 2, 28.)
