What should one do if one doesn't have wine or Chamar Medina to recite Kiddush on for Shabbat day?
That being said, if one cannot even attain a chamar medinah, then one should recite a Shehakol on some other drink such as coffee, tea, or juice, in order to show honor to the Shabbat.  If one does not even have a drink (other than water), then one may wash and have bread, and should have in mind to fulfill Kiddush through the berachah of HaMotzi.
