Question:
Who Should read the Sefer Torah?
Does one need to stand when the Torah is being read?
Answer:
The baal koreh should review the parashah several times before reading it on behalf of the congregation. One who is not prepared properly should not be the baal koreh, since doing so without preparing is not only a lack of respect to the congregation, but it is also not respectful to the Torah. [1] It is customary in many communities that aside from the baal koreh and the person who receives the Aliyah, there is a third person who stands by the bimah as well.[2]
Preferably, one should not appoint a baal koreh who is under the age of Bar Mitzvah. However, if there is no one else available who knows how to read the parashah properly, then even a minor may serve as the baal koreh.

During the keriat hatorah, the custom of Sephardim is to remain seated. Some Ashkenazic communities, however, stand throughout keriat hatorah.
[4] If a Sepharadi is praying in a minyan that has the custom to stand during keriat hatorah, then he should stand along with them.[5]
